In it, a NASA scientist explains how the joke is based on a misreading of a NASA press release about the JPL rocket research program.
The joke is that NASA and the Jet Propulsing Lab are trying to find a new way to accelerate protons in a helium atmosphere, so they need to test the idea in a rocket.
When the joke becomes popular, the joke has spread quickly to a number of other NASA and Jet Propelsierl laboratories.
